YICT Pilot Port for Reform

On 24 February 2004, Mr. Tang Longjun, Director of Dapeng Customs, reported that Yantian International Container Terminals, YICT has been chosen as the pilot port for Customs Reform. Shenzhen Customs will first launch the second round of reforms to further simplify Customs Procedures at YICT. Subsequently, these initiatives will be expanded to other national ports.

Dapeng Customs has established a project team to kick off the second round of reforms. The team will introduce "Centralised Inspection" and "Pre-declaration on Import Cargoes" which will make inspections paper-free. Furthermore, with the support of the latest IT, Dapeng Customs will improve risk management.

Dapeng Customs will also improve the administration of all bonded and supervisory warehouses under its jurisdiction. Customs will centralise inspection and release of cargo in bonded and supervisory warehouses in Yantian Port. This will be accomplished with the support of the warehouses' individual management, as well as implementing technologies such as GPS and the use of CCTV systems. These efforts will further facilitate the movement of cargo between the port and the warehouses.

Early in 1998, Dapeng Customs launched Customs reform at Yantian Port in line with the strategic plan of the General Administration of Customs.
