On 15 January 2003, Yantian Frontier Inspection and YICT signed a Memorandum of Co-operation on Managing Yantian Port. The memorandum, which was signed in the Yantian Frontier Inspection Building Conference Room, is aimed at building a mode of supervision for the port based on mutual trust and the improvement of operational efficiency at the terminal.
According to the terms set out in the memorandum, Yantian Frontier Inspection will implement a vessel pre-inspection system - in accordance with national policies - and carry out supervisory duties. It is expected to start re-inspection procedures for qualified ocean vessels by 1 July this year. Meanwhile, YICT pledged to update its Frontier Inspection Closed-Circuit Television system (CCTV), and build a new Inspection Centre by 1 July 2003. Moreover, YICT will invest in technology to support Frontier Inspection operations - and as a way of holding on to its leading position in terms of Frontier Inspection in China. YICT, shipping lines and shipping agents will all benefit from the signing of the memorandum.
Mr. Chen Bin, director of Yantian Frontier Inspection, and Mr. Xu Yunguo, executive deputy general manager of YICT, signed the memorandum on behalf of their respective organisations. More than 30 leaders and representatives from Yantian Frontier Inspection and YICT witnessed the historic ceremony.
