On 22 October 2019, a ceremony marking the launch of “YANTIAN – HICT Port Alliance” was held at YANTIAN. The ceremony, co-hosted by YANTIAN and HICT, was organized by Office of Port of Entry & Exit of Shenzhen Municipal People’s Government, Shenzhen Customs and Bureau of Commerce of Huizhou Municipality. Wang Gang, Vice Secretary General of Shenzhen Municipal Government; Chen Xiaoying, Director-General of Shenzhen Customs; Wang Shourui, Director of Office of Port of Entry & Exit of Shenzhen; Zhou Haiying, Vice Secretary General of Huizhou Municipal Government; Liao Wei, Director General of Bureau of Commerce of Huizhou Municipality; Patrick Lam, Managing Director of Hutchison Ports Yantian, and guests from government departments, cargo owners, carriers, shipping agencies attended the event.
The new clearance model of the alliance was officially put into operation after rounds of discussions and repeated tests. Under this new model, the exported containers only need to go through clearance procedures in Huizhou and then be delivered to Huizhou Port, which is regarded as the same status as the cargo shipped to Yantian Port. Similarly, the imported cargo destined for Huizhou via Yantian Port can be shipped to Huizhou Port before going through clearance procedures.
The new clearance model has extended the service of Yantian Port to the cargo catchment area. On the one hand, it has effectively improved clearance efficiency and saved logistics costs for cargo owner. On the other hand, it has helped reduce the proportion of land transport in the cargo transport system of the port, which is conducive to the development of green port. This new model will also promote the complementary comparative advantages of Yantian and Huizhou to benefit both.
